Fairfield City Council – Disability Inclusion Action Plan (DIAP)

Project Overview:

Fairfield City Council engaged Captivate Consulting to support the review and development of its 2026–2030 Disability Inclusion Action Plan (DIAP). The project aimed to gather meaningful input from people with disability, carers, family members, service providers and Council staff to help shape a more inclusive and accessible Fairfield. 

Recognising Fairfield’s highly diverse community, the engagement approach was designed to be culturally responsive and accessible. Activities included workshops, focus groups, interviews, surveys and targeted stakeholder engagement across the LGA. 

Objective:

The objective of the project was to identify barriers, opportunities and community priorities relating to accessibility, inclusion, employment, participation and access to services. Insights gathered through engagement would directly inform Council’s updated Disability Inclusion Action Plan and support more inclusive planning, infrastructure and service delivery outcomes across Fairfield.

Our Role:

Captivate designed and delivered an inclusive engagement program, including: 

  • Community and staff workshops  
  • Focus groups  
  • Stakeholder interviews  
  • Community survey  
  • Analysis and reporting to inform the final DIAP  

The Challenge:

The project required an accessible and culturally responsive approach that enabled participation from people with diverse communication needs, lived experiences and cultural backgrounds, while ensuring underrepresented voices were included.

Outcome:

The engagement captured valuable insights from community members, people with lived experience, carers, family members, service providers and Council staff. Feedback identified priorities including accessible infrastructure, inclusive employment, improved access to information, transport accessibility and stronger community participation. 

The findings provided Council with a robust evidence base to develop a Disability Inclusion Action Plan that reflects the lived experiences and aspirations of the Fairfield community.
