Project Overview:
In 2023, Mosman Council initiated a review of the Resident Parking Scheme (RPS) to improve parking availability for residents while managing parking demand and reducing congestion. Council sought detailed feedback from residents regarding their experiences and opinions on the current RPS and potential changes.
Objective:
This engagement process aimed to ensure that the scheme met the community’s needs and addressed concerns about parking availability and eligibility criteria. The project’s main objective was to gather residents’ direct feedback on their experiences and suggestions. The project objective would assist Mosman Council to enhance parking availability for residents, manage parking demand effectively, and ensure that the scheme was fair and equitable.
Our Role:
Captivate Consulting was appointed to design and execute a thorough community engagement strategy for Mosman Council’s RPS review. Our role included developing communication materials, managing resident enquiries, conducting a community survey, and compiling a comprehensive engagement outcomes report.
Challenges:
The project presented several challenges, including managing diverse community opinions, addressing concerns about parking availability, and ensuring that the engagement process was inclusive and transparent.
Additionally, the sensitive nature of changes to the RPS required careful facilitation to prevent misunderstandings and build trust with residents. Keeping feedback in-scope was a noticeable challenge in open-ended feedback channels (email submission).
Our experience in complex facilitation and community engagement was crucial in navigating these challenges.
Outcome:
Captivate Consulting successfully delivered a community engagement program that provided opportunity for Council to engage 17 stakeholders, including residents and businesses. We worked closely with the Council to ensure that all community voices were heard and that the feedback collected was accurately represented in the final report.
The community engagement process provided Council with the necessary feedback to implement the revised Resident Parking Scheme Policy (RPS). In response to community feedback on specific roads, Council has begun an investigation into the feasibility of introducing new RPS or extending the existing RPS areas to cover roads that the community suggested. The community engagement process gave Mosman residents a voice, which had an impact on their living and was acknowledged by their governing Council.
